GAZA/JERUSALEM (Reuters) - Israeli Prime Minister Benjamin Netanyahu, facing international alarm over a rising civilian death toll in Gaza, said on Thursday he would not accept any ceasefire that stopped Israel completing the destruction of militants' infiltration tunnels.

 

The Israeli military estimated on Wednesday that accomplishing that task, already into its fourth week, would take several more days.

House Republicans on Wednesday passed a resolution authorizing them to sue President Barack Obama for what they call an overreach of constitutional authority.

The resolution passed the Republican-controlled House in a party-line vote of 225-201 on Wednesday. All but five Republicans voted for the measure, while all 199 Democrats voted against it.

VIENNA (Reuters) - A major speech by Iran's Supreme Leader has limited the ability of the Iranian delegation at high-level nuclear talks to make concessions with six world powers and this could scuttle chances for Tehran to reach an accord to end sanctions, diplomats said.

In a public address filled with technical detail, Ayatollah Ali Khamenei said last week Iran needs to significantly increase its uranium enrichment capacity, clashing with the powers' push for it to be reduced to minimize the risk of nuclear bombmaking, as July 20 deadline for a deal nears.

The Islamic State of Iraq and the Levant (ISIS) has now controlled much of Iraq for over a month. The group has been prolific in its abuses even during this brief reign of cruelty: In recent weeks it's crucified its opponents in Syria, executed scores of police officers in northern Iraq, threatened archaeological sites, and even destroyed hookah tobacco.

This over-the-top brutality is a reflection of ISIS founder Abu Musab al-Zarqawi, once one of the world's most notorious terrorists. As the founder and leader of the ISIS predecessor al-Qaeda in Iraq (AQI), the Jordanian-born Zarqawi managed to take over vast swaths of the country during the U.S. military presence of the mid-2000s. He bombed Iraq's U.N. headquarters, and was head of an organization that killed thousands. He led one of the most violent jihadist campaigns in history against U.S. troops, their suspected collaborators, and Iraq's Shi'ite majority.

San Francisco (Reuters) - A long-shot effort to break California into six separate states got a boost on Monday, when the billionaire venture capitalist behind the proposal said he had gathered enough signatures to place it on the ballot in two years.

Timothy Draper, a founder of a Silicon Valley-based venture capital firm that has invested in Twitter, Skype and Tesla, among other companies, has been agitating for months for a ballot initiative to chop the most populous U.S. state into smaller entities.

BEIJING (Reuters) - China told the United States on Tuesday to stay out of disputes over the South China Sea and leave countries in the region to resolve problems themselves, after Washington said it wanted a freeze on stoking tension.

 

Michael Fuchs, U.S. deputy assistant secretary of state for Strategy and Multilateral Affairs, said no country was solely responsible for escalating tension in the region. But he reiterated the U.S. view that "provocative and unilateral" behaviour by China had raised questions about its willingness to abide by international law.

MEXICO CITY (Reuters) - Honduran President Juan Hernandez blamed U.S. drug policy for sparking violence in Central American countries and driving a surge of migration to the United States, according to an interview published on Monday.

Hernandez, who took office in January after winning on a pledge to be tough on crime, said only a drop in violence would curb the wave of families and unaccompanied minors fleeing Guatemala, El Salvador and Honduras who have overwhelmed temporary detention facilities on the U.S. border.

ZURICH (Reuters) - Swiss drugmaker Novartis has struck an agreement with Google to develop "smart" contact lenses that would help diabetics track their blood glucose levels or restore the eye's ability to focus.

The device for diabetics would measure glucose in tear fluid and send the data wirelessly to a mobile device, Novartis said. The technology is potentially life-changing for many diabetics, who prick their fingers as many as 10 times daily to check their body's production of the sugar.

Qatar is purchasing $11 billion in Patriot missile batteries and Apache attack helicopters from the United States, according to AFP. It's the largest single sale of U.S. weaponry in 2014, and it's to a country with only 278,000 citizens (and about 1.5 million expatriates).

 

With this purchase, Qatar might be swapping soft power for military might. The gas-rich emirate gambled on the region-wide success of the Muslim Brotherhood in the years after the "Arab Spring" protests. But its strategy toppled with the military coup that removed Mohammed Morsi in Egypt. Qatar's neighbors also became increasingly suspicious of its support for Islamist movements throughout the Middle East, leading to one of the biggest diplomatic crises in the history of the Gulf monarchies.

The organization responsible for securing America’s highly sensitive nuclear sites has been suffering from a “chaotic” and “dysfunctional” security policy that has endangered the country’s nuclear sites and left them vulnerable to attack, according to a new report by the government’s watchdog group.

The National Nuclear Security Administration (NNSA), which is tasked with managing the nation’s nuclear stockpile and securing classified research sites, has “increased risks and reduced security” over the past several years in a bid to reduce overhead costs, according to a new Government Accountability Office (GAO) report.

PANAMA CITY (Reuters) - U.S. Secretary of State John Kerry said on Tuesday Washington would work with Central America to address the root causes of an immigration crisis, but kept up the Obama administration's tough message that undocumented children would be deported.

"We obviously understand people who want to do better, and who look for a better life, Kerry said as he met leaders from Honduras, El Salvador and Guatemala, countries from which tens of thousands of children have fled to the United States in recent months.
