A high-stakes U.S.-Russian plan for destroying Syria’s chemical weapons is in jeopardy on several fronts, with the regime in Damascus facing growing allegations that it violated the agreement by attacking rebels and civilians with chlorine gas.

Despite the allegations of new chemical attacks, there is no indication the U.S. is considering reviving its threat of military strikes. National Security Adviser Susan Rice on Wednesday emphasized the plan’s achievements in eradicating the vast majority of the weapons, saying even multiple airstrikes wouldn’t have accomplished that.

On Wednesday, a Senate filibuster blocked President Obama’s proposal to raise the federal minimum wage to $10.10. Then on Thursday, Mayor Ed Murray of Seattle announced a business-labor deal to raise the city minimum wage to $15.

Procedurally, these two things had nothing to do with each other. Substantively, Seattle’s action is a direct result of the Senate’s inaction—and it portends the acceleration of two trends in public policy today: a growing willingness to reckon with radical inequality and wage stagnation, and the emergence of networked localism as a strategy for political action.

Let’s first unpack what happened in Seattle. The mayor appointed a committee of citizens to develop a proposal for $15. I was a member of that task force, which included union leaders and businesspeople and nonprofit heads and chamber-of-commerce chiefs. We gathered data. We commissioned studies. We held a big public symposium. Negotiations were complex and often heated and the committee missed its deadline, but we eventually got a deal that won the support of 21 of 24 members.

House Republicans moved on two fronts Friday to dig for answers on Benghazi, with Speaker John Boehner announcing a special committee to investigate and a key panel subpoenaing Secretary of State John Kerry to testify.

In a significant shift, Boehner announced that the House will vote on establishing a select committee to investigate, on the heels of newly released emails that raised additional questions about the White House's response.

"In light of these new developments, the House will vote to establish a new select committee to investigate the attack, provide the necessary accountability, and ensure justice is finally served," he said in a statement.

Thirty retired generals are urging President Obama to declassify the Senate Intelligence Committee's report on CIA torture, arguing that without accountability and transparency the practice could be resumed.

"After taking office, you showed decisive leadership by issuing an executive order banning torture and other forms of abusive interrogation," the retirees say in an open letter released Thursday.

But with former government officials claiming that so-called "enhanced interrogation" techniques were effective, a future president could rescind the ban unless facts in the committee report are known, the generals wrote. The White House did not respond for a request for comment.

North Korea has been testing engines for an inter-continental ballistic missile, a US think-tank said Friday, as Pyongyang announced a top military reshuffle that coincided with signs of a looming nuclear test.

The US-Korea Institute at Johns Hopkins University said satellite images of the North's Sohae rocket launch site suggested one "and maybe more" recent tests on the engine of what is probably the first stage of a road-mobile ICBM called the KN-08.

It was the latest in a series of similar tests -- dating back to mid-2013 -- on a missile with a targeted range of up to 11,000 kilometers (6,800 miles), the institute said on its closely followed website, 38 North.
