Mo. governor plans special session on Ferguson funding

JEFFERSON CITY, Mo. — Missouri Gov. Jay Nixon announced Friday that he will call a special session of the state's General Assembly to ensure funding for ongoing operations of the National Guard and State Highway Patrol in the Ferguson area.

Nixon said current financial obligations are expected to exceed the amount set aside for their presence efforts related to protests.

Protests have been ongoing since a grand jury's recent decision not to indict the police officer who fatally shot 18-year-old Michael Brown in August.

 

"Time is of the essence. It is vital that we act quickly so that we can fulfill our obligation to the men and women who are so bravely and capably serving their fellow citizens," Nixon in a news release. 

The statement says that Nixon held a call with legislative leaders Friday night and that more details about the session will be announced in the coming days.

The budget approved by the legislature for the 2015 fiscal year included $4 million for National Guard services and $3.4 million for the State Emergency Management Agency, which includes the Highway Patrol. This covers emergency response to incidents between July 1, 2014 and June 30, 2015.

 

A special session is needed for Ferguson-related services, as appropriations for Missouri's emergency response costs no longer have an "estimated" designation. This requires the governor to request additional funding when necessary.
