Terrorist intelligence now available to bomb squads

Metro Nashville’s five-member bomb squad can now access up-to-the-minute information on the latest improvised explosive devices (IED) used by terrorists in every corner of the globe.

A new Department of Homeland Security Program called TRIPwire (Technical Resource for Incident Prevention) made its way into Tennessee on Tuesday. The state’s 16 bomb squads received two days of training and are now privy to formerly off- limits intelligence through a secure Web site.

“It is real-time intelligence,” said state Homeland Security director David Mitchell at a press conference Tuesday. “We get some general, unclassified information at the local and state level of law enforcement, but many times we’re not privileged to some of the sensitive information.”

Mara Salvatrucha is a global syndicate of murder, extortion and rape with members believed to number in the tens of thousands.

The gang, which has been linked to a plot to assassinate U.S. Border Patrol agents, has more than 30 gang subsets in Los Angeles County alone. Worldwide, it has between 20,000 and 30,000 members and in Southern California, its members stretch as far east as San Bernardino, according to the FBI.

A confidential Department of Homeland Security memo obtained by the Daily Bulletin on Monday stated that Mexican human and drug traffickers plan to smuggle members of the Mara Salvatrucha gang into the United States and pay them to kill Border Patrol agents.

You can't help but wonder after Chief Emergency Officer Cortez Trotter's defensive response to last week's federal report suggesting that first responders in Chicago and Cook County are ill-prepared to communicate when the Big One hits.

Now Trotter is openly saying there's a lot more Chicago can do to prepare for an event that would even remotely resemble the Sept. 11, 2001, attack that killed nearly 2,800 at New York's World Trade Center.

President Bush has said that the war against global jihadism is more than a military conflict; it is the decisive ideological struggle of the 21st century. We are still in the early years of the struggle. The civilized world will either rise to the challenge and prevail against this latest form of barbarism, or grief and death will visit us and other innocents on a massive scale.

Given the stakes involved in this war and how little is known, even now, about what is at the core of this conflict, it is worth reviewing in some detail the nature of our enemy--including disaggregating who they are (Shia and Sunni extremists), what they believe and why they believe it, and the implications of that for America and the West.

In the present review we highlight the major observations and lessons learned from these events. Five mechanisms of blast injury are outlined and the different type of injury that they cause is described.

Indeed, the consequences of terror bombings differ from those of nonterrorism trauma in severity and complexity of injury, and constitute a new class of casualties that differ from those of conventional trauma. The clinical implications of terror bombing, in treatment dilemmas in the multidimensional injury, ancillary evaluation and handling of terror bombing mass casualty event are highlighted.

All this leads to the conclusion that thorough medical preparedness to cope with this new epidemic is required, and that understanding of detonation and blast dynamics and how they correlate with the injury patterns is pivotal for revision of current mass casualty protocols.
