Gulp! How safe is our water?

A private security company's unarmed guards have been yanked out of the city's two water filtration plants amid   Water Plant 2
concerns about safeguarding Chicago's drinking water.

Honor Guard Security was hired last December to protect the Jardine and South water filtration plants, 12 pumping stations and Department of Water Management repair and maintenance facilities. The $13.3 million contract was to expire in 2011 but is now being rebid.

Water Management employees found gaping holes in the company's performance, City Hall sources said.

"They were sleeping. They weren't where they were supposed to be. The change really was necessary to protect the integrity of the plants. It's not like guarding salt piles. This is one of the highest terrorist targets in the country,"
said a source familiar with the review.

Boom in Biodefense Labs Sparks Security Debate

WASHINGTON - Since Sept. 11, the federal government has spent billions of dollars on research to protect the public from an invisible but devastating threat: biological attack.

But a lack of supervision over the hundreds of labs and thousands of scientists now handling deadly germs - as demonstrated by recent problems at Texas A&M University - has put the country at higher risk for dangerous disease outbreaks than before 2001, federal investigators say.

"The labs are pretty much overseeing themselves at this point," Keith Rhodes, an investigator with the U.S. Government Accountability Office, said this month. "I would have to say we are at greater risk today" of an infectious disease epidemic.

Experts Skeptical of Alleged Nov. 11 Cyber Jihad

Al Qaeda CellSecurity experts are saying that a reported al-Qaeda cyber jihad attack planned against Western institutions should be treated with skepticism.

The attack was reported by DEBKAfile, an online military intelligence magazine. Citing anonymous "counter-terror sources," DEBKAfile said it had intercepted an Oct. 29 "Internet announcement," calling for a volunteer-run online attack against 15 targeted sites, set to begin Nov. 11. The operation is supposed to expand after its launch date until "hundreds of thousands of Islamist hackers are in action against untold numbers of anti-Muslim sites," the magazine reported.

Such an attack could be launched with a known software kit, called Electronic Jihad Version 2.0, said Paul Henry, vice president of technology evangelism with Secure Computing. This software, which has been in circulation for about three years, has recently become more easily configurable so that it could be more effective in a distributed denial of service attack, such as the one suggested by the DEBKAfile report.

NYPD Official Fears Homegrown Extremist Threat

Terror CellWASHINGTON - A top New York City police official said he "worries every single day" that he will be blindsided by homegrown Islamist extremists plotting an attack from outside the city, where they may operate beneath the radar of local law enforcement.

"New York City may be the No. 1 target for terrorists, but it is not the only place where radicalization is taking place," Assistant Police Commissioner Lawrence Sanchez told a Senate committee.

"We hope we have a handle on the things incubating on the streets of Queens, but what we don't have a handle on is things incubating in other places."

Asom Sanjukta Mukti Morcha or the United Liberation Front of Asom (ULFA) was formed on April 7, 1979 by Bhimakanta Buragohain, Rajiv Rajkonwar alias Arabinda Rajkhowa, Golap Baruah alias Anup Chetia, Samiran Gogoi alias Pradip Gogoi, Bhadreshwar Gohain and Paresh Baruah at the Rang Ghar in Sibsagar to establish a "sovereign socialist Assam" through an armed struggle.

Leadership:
Arabinda Rajkhowa is the 'Chairman' of ULFA. 'Vice Chairman' Pradip Gogoi was arrested on April 8, 1998 , and is currently in judicial custody at Guwahati. 'General Secretary' Anup Chetia is under detention in the Bangladeshi Dhaka after being arrested on December 21, 1997. The outfit's founding member and ideologue Bhimakanta Buragohain, 'Publicity Secretary' Mithinga Daimary and 'Assistant Secretary' Bolin Das were arrested during the military operations in Bhutan in December 2003. Earlier, 'Cultural Secretary' Pranati Deka was arrested at Phulbari in the West Garo Hills district of Meghalaya.

Illegal CigarettesOctober 16, 2007 -- NEW York law imposes a sales and ex cise tax on each pack of cigarettes sold by a licensed retailer. And ille gal profits from cigarette smuggling are funding terrorism.

Smugglers buy large quantities of untaxed product and bring it to where the excise and sales tax are the greatest - making New York City a prime black market.

Federal officials are acutely aware of the issue. The Bureau of Alcohol, Tobacco and Firearms (ATF) has opened hundreds of illicit cigarette-trafficking cases; several have links to extremist groups such as al Qaeda, Hamas and Hezbollah.

Money LaunderingSuspect Pleads Guilty - Again -- to Avoid Terrorism Charges

Ali Aladimi will spend up to three years in prison after changing his mind again about pleading guilty to money 
laundering and drug possession charges.

The Yemeni man entered the guilty plea last week in U.S. District Court after fighting for about three years to
overturn a previous guilty plea so he could take his case to trial.

Aladimi had accused prosecutors of coercing him into a plea by threatening to bring terrorism charges against him.

The new plea deal, like the old one, includes no mention of terrorism.

Twenty One Convicted Over Madrid Bombings

MADRID (AFP) - A Spanish court Wednesday convicted 21 people of involvement in the 2004 Madrid train Madrid Bombing bombings, but acquitted an Egyptian accused of helping mastermind the Al Qaeda-inspired attack that claimed nearly 200 lives.

The early morning bombings on four packed commuter trains on March 11, 2004 were the deadliest terror attacks in the West since the September 11, 2001 strikes against the United States.

The chief judge of the special anti-terrorist court, Javier Gomez Bermudez, handed out the heaviest sentences to two Moroccans -- Jamal Zougam and Othman el-Gnaoui -- and a Spaniard, Jose Emilio Suarez Trashorras.
