LA Opens Academy in Counterterrorism

Trying to make Los Angeles a focal point for counterterrorism efforts, LAPD Chief William Bratton on Monday opened what's being billed as the first National Counter-Terrorism Academy.

Partnering with the Manhattan Institute, Bratton intends to take the initial $1 million step to teach local law enforcement about the roots of terrorism and how to combat it nationally over the coming year.

The federal government can't protect the country on its own, he said, noting, "The potential threat of terrorism is much more real now than it was in the 20th century. What is necessary is to actually police terrorism. That's where local police come. There are 700,000 of us in local cities."

CSIS Focused on Terrorist Radicalization at Home

OTTAWA - Countering the threat of terrorist radicalization at home is now the chief preoccupation of Canada's spy agency.

The Canadian Security Intelligence Service (CSIS), in its latest annual report, says while the threat of terrorism from foreign extremists continues to pose the most immediate danger to Canada and Canadians, the agency's main focus is "terrorism inspired by the ideology of al-Qaida, and the issue of radicalization of citizens or residents."

CSIS played a critical role in last summer's arrests of several Toronto-area men and youths, all Canadians, charged by the RCMP with conspiring to bomb government buildings in the city and storm Parliament. The suspects deny the allegations.

Coast Guard Tests Fingerprinting at Borders

WASHINGTON - The Coast Guard is using a new weapon to fight illegal immigration: electronic fingerprinting.

A test program in which Coast Guard sailors take digital fingerprints from people picked up on boats headed to Puerto Rico from the Dominican Republic has led to more than 100 prosecutions in the past year.

The fingerprints are e-mailed to the U.S. mainland by satellite and are checked against a government database that shows deportation orders and criminal records.

Those prosecuted were charged with attempted illegal entry into the USA, Coast Guard data show.

HS BOOST
The Homeland Security Bulletin Of Open Source Threats HS BOOST

SSI is taking orders from Intelligence agencies around the country for its brand-new workshop, Jihad 2.0 from Virtual to Physical. The workshop, created by Gadi Aviran, the founder of Terrogence, the content providers for SSI's new monthly Intelligence Subscription service HS Boost has already been ordered in Florida, Boston, Denver, Anaheim and many more cities. The workshop increases awareness of the entire Terror threat life cycle without undue focus on any one aspect or modus operandi. This gives Homeland Security an advantage in understanding phenomena like Suicide Terror which far too often are treated as independant threats.

The last Intelligence bulletin drew attention to the threat to US railways, and indeed there was an incident this month in Virginia. Anyone that is a bona fide member of an intelligence service that would like to receive a copy of the pilot should contact Henry Morgenstern 305.401.6906 (cell).

SSI President, Henry Morgenstern and Gadi Aviran, the founder and President of Terrogence (Pictured)  both participated in a reception to launch the HS-BOOST subscription service. Agencies will now be able to get a monthly update on key interest intelligence subjects in the HS-BOOST. This service points out what Islamic Extremists are doing on the web, using a full staff of language experts, and veterans of intelligence service. The report is real, actionable Intelligence reporting that will help BOOST the US Homeland Security effort.
The reception, held at the Carlyle Suites Hotel, Washington's Deco Hotel was attended by representatives from the DHS, the Pentagon Police force, Norfolk Police force, the FBI and Secret Service among others. A two-day workshop entitled Jiahd 2.0 was delivered by Gadi Aviran to an enthusiastic audience of more than 50 representatives with heavy attendance by Intelligence personnel from many different agencies located in and around the US Capitol as well as private sector professionals.

Britain: A Central Front in the War Against Islamist Terrorism

The recent conviction in London of the Muslim fanatic known as "Osama bin London" and five of his followers is a significant blow to Islamist terrorism in the United Kingdom. In one of the biggest anti-terrorist trials in British history, Mohammed Hamid was found guilty of leading an al-Qaeda-inspired terrorist cell and of running terrorist training camps on British soil with a view to sending recruits on to Afghanistan and East Africa. He has been jailed indefinitely.

Hamid is, as a family member described him, "evil personified" and had a role in training the July 21, 2005, London bombers, who fortunately failed in their attempt to emulate the carnage inflicted by the 7/7 bombers two weeks earlier. Hamid's lead accomplice, Atilla Ahmet, admitted to three charges of soliciting murder and was a key figure at the notorious Finsbury Park Mosque run by the firebrand Muslim cleric Abu Hamza al-Masri, who is awaiting extradition to face trial in the United States on terrorism charges.

Israeli Troops Kill 5 Palestinian Militants
Israeli Troops Kill 5 TerroristsBy Ashraf Khalil

JERUSALEM -- Israeli troops killed five Palestinian militants in the West Bank on Wednesday in a move that set back attempts to secure a cease-fire with armed groups firing rockets from the Hamas-controlled Gaza Strip.

Three of the dead were Islamic Jihad militants, and the group retaliated by firing 12 rockets overnight toward the Israeli town of Sderot, causing minimal damage.

Abu Ahmed, a spokesman for Islamic Jihad in Gaza City, said the barrage was only the start of the group's response.

The Israeli Foreign Ministry on Wednesday also announced sanctions against Al Jazeera, the Qatar-based Arabic-language news channel, in response to what it charged was biased coverage of the Israeli-Palestinian conflict.

AF Cyberstrategy to Focus on Disrupting Attacks

The new Air Force Cyber Command issued a strategic vision statement Thursday outlining the military unit's goal of strengthening cyberspace capabilities to defend national interests.

In the 24-page document, cyberspace is described as a domain of electronics and electromagnetic spectrum used to store, modify and exchange data via networked systems and associated physical infrastructures.

Cyberspace has become increasingly important to commerce, critical infrastructure and national security, and the role of protecting cyberspace is a natural one for the Air Force because of its history of using radar and electromagnetic spectrum in warfighting, according to the 24-page document.

SSI Presents to Palm Beach Sheriff's Gathering of Law Enforcement Personnel and Mall Owners

With concern mounting over violence at Malls, SSI was invited to present potential solutions to a group of Law Enforcement personnel from Palm Beach County, Wellington. The meeting was held on Monday, 10th March 2008 at the Public Safety Building in Palm Beach.
SSI President Henry Morgenstern and CEO Sol Bradman, both donated their time, as concerned South Florida citizens, to work on solutions for Mall Safety to aid the concerned group. SSI was selected for this because of their expertise with terrorism and the success of their many programs on subjects such as Mall Safety - part of the curriculum on the Homeland Security training in Israel program and also programs like the School Safety that will be delivered to the Broward Sheriffs Office in June. Many of the incidents that have taken place across the country resemble terrorism in the sense that the perpetrators carry out homicide missions completely unconcerned for their own ability to survive the violence. A lively discussion took place after the SSI presentation in which some preliminary decisions were taken regarding future cooperative meetings.
Other jurisdictions are getting in touch with SSI about this, and looking for SSI's help in blending private and public sector efforts - something the company is known for due to its Israeli experience and expertise in cooperative ventures between Law Enforcement and the Private sector.

Cyber Storm II Gets Started

The private sector owns more than three-quarters of the country's critical infrastructure. A large-scale, successful, coordinated attack could cripple the country's economy. A cyberattack can originate in one country and pass through several others before reaching its target.

That dark side of cyberspace is the backdrop for this week's Cyber Storm II exercise, the Homeland Security Department's second massive cyber war game, which kicked off today will be played this week in Washington and virtually worldwide.

Players in the multimillion-dollar exercise include nine states, four foreign governments, 18 federal agencies and 40 private companies that work in information technology, telecommunications, chemicals, and pipe and rail transportation infrastructure. Officials say the main success of the $6.4 million exercise thus far has been building relationships during the 18-month planning process.

China's War on Terror

In democratic states, officials fighting terrorism are held accountable by a watching public for the choices they make between national security and transparency. In China, however, where a terrorist plot against the Beijing Olympics and an attempted airplane bombing made international news this weekend, everything is more murky.

On Sunday, the governor of Xinjiang, a western province of China, announced that a China Southern Airlines plane had been forced to divert its flight after passengers attempted to crash the aircraft. At the same press conference, another Party official said that a January police raid -- in the same province -- had killed and nabbed terrorists targeting the Olympics.

Center Seeks to Protect US from Terrorism

In a nondescript office at Naval Base Ventura County Point Mugu, a small group of civil servants tries to predict vulnerabilities in the nation's homeland defense, then research, develop and test new ways to protect against terrorism.

The little-known Center for Asymmetric Warfare is a civil agency of the U.S. Navy that conducts research, training and exercises to better prepare federal, state and local authorities against new and emerging threats. A staff of about 20 full-time employees, 20 part-timers and associated contractors work with agencies around the country and even internationally on issues such as maritime security, disaster response and more.

"We bring people together who don't regularly operate together," said David Banks, the agency's director. "Most of our stuff is local or regional in nature."
