Local Law Enforcement Tap into LInX

WILMINGTON, NC (2008-05-13) Law enforcement from across the state and federal law enforcement agencies signed an agreement today to share information across state lines.

The Law Enforcement Information Exchange initiative, or LInX, will give local police access to information gathered in 9 regions across the United States.

So far 20 agencies in North Carolina have signed up, including the Wilmington Police Department and the Sheriff's Offices of New Hanover, Brunswick and Onslow Counties.

Brian Stamper is the LInX project manager. He says it's like Google for police
officers.


"It connects the dots. And it's what we also called a lead generator, where you had nothing before, if you run it in LInX and find out that this guy was arrested in New Bern, but he's here in Wilmington, now we can connect that with what's happening there."

NYPD Plans Surveillance Data Network

New York's finest discuss the storage implications of massive video surveillance effort.

NEW YORK -- The NYPD is planning a major storage upgrade to support an ambitious video surveillance project covering Manhattan's financial nerve-center.
Speaking at the Tri-State CIO Forum here today, NYPD CIO Jim Onalfo described the Lower Manhattan Security Initiative (LMSI) as key to the city's counter-terrorism efforts.

"It's the kind of thing that Al-Qaeda wants to go after," he said, describing the plan to deploy surveillance gear across a southern swathe of the city, including Wall Street, the New York Stock Exchange, Ground Zero, and City Hall. "When a terrorist is going to attack something, they do about 20 to 40 surveys, so it is really important that we keep track of what is happening."

Did China's Hackers Shut Off the Lights?Chinese Hackers Blackout

Hackers working on behalf of China's People's Liberation Army have penetrated networks controlling electric power grids in the United States, computer security experts believe. And that may have precipitated a massive blackout on the east coast in 2003, as well as a blackout in Florida this year.

That's just one blockbuster assertion in a long story full of them, from National Journal scoopster Shane Harris.

Harris also reports that spyware was found on the electronics devices used by Commerce Secretary Carlos Gutierrez on an official trade trip to Beijing in December 2007. The malicious code found on these devices was identical to code found on the laptop computers of several U.S. corporate executives who had their information "slurped" in China.

SSI Training Course Creates Stir in Seattle Community
Security Solutions International was hosted by the Port of Seattle Police to present its training course called, "The Threat of Islamic Jihadists to the World." The course was held May 22nd and 23rd and was the first of three SSI trainings scheduled in Seattle, WA over the next few months. The course was met with a varied community response, some of which not supportive. See below for related news coverage of the course and presence of SSI in Seattle. Additionally, Security Solutions International President, Henry Morgenstern, was interviewed on local radio station news show, News Talk 710 Cairo. Does Course on Islam give law enforcemers wrong idea?

But Solomon Bradman, CEO of Security Solutions International, which is conducting the program, said, "I can't take the responsibility of my course linking their religion to terrorism. I think their religion got linked to terrorism a long time ago."

The purpose of the course, Bradman said, is to teach officers how to protect people from terrorism. His company has provided training to hundreds of agencies, including the FBI, the Secret Service and the Department of Homeland Security.

Enviro Radical Says he Plans Guilty Plea for Arson, Conspiracy

PORTLAND, Ore. - Tre Arrow, a radical environmentalist who was once one of the FBI's most-wanted fugitives, has announced on his Web site he has accepted a plea deal on federal arson and conspiracy charges.

Arrow had entered a not guilty plea. His attorney, Paul T. Loney, confirmed on Wednesday Arrow "is changing his plea" and a hearing date has been set for next Tuesday.

The U.S. Attorney's office in Portland did not immediately return a call seeking comment.

Arrow, 34, who has legally changed his name from Michael Scarpitti, is charged in a 14-count federal indictment with helping to destroy concrete-mixing trucks in Portland in April 2001 and of firebombing logging trucks near Oregon's Mount Hood in June 2001.

FBI, Police Simulate Terrorist Assault at Orland Square

Shoppers entering Orland Square Mall this morning likely will have no idea that it was the scene of a violent terrorist assault and hostage standoff that occurred just hours before.

Of course, the bullets were only blanks, and no lives were in any real danger - though SWAT units from the FBI and Orland Park police responded as if there were.

The multijurisdictional training is a regular occurrence with FBI offices and local authorities across the country and tests the response and effectiveness of the federal and local officers.

Before the start of the exercise, FBI and Orland Park police officials on Tuesday night provided details on the training at a news conference outside of the mall.

Critics Worry TSA Pilot Program Could Have Loopholes

WASHINGTON--A new Transportation Security Administration pilot program that will allow the nation's 75,000 airline pilots to avoid screening is drawing some criticism from critics and flight attendants who fear an armed terrorist posing as a pilot could get onto an airplane.

The TSA will roll out the test at three airports this summer. Pilots will skip passenger screening and go through separate checkpoints where a screener will check only their airline ID, reported USA Today.
 
 
The detractors said they fear terrorists could more easily pose as a pilot and walk onto a plane if pilots don't have to walk through metal detectors and have their bags scanned.

Pilots' unions have been lobbying to skip airport screening, which they call unnecessary and "demoralizing." The Air Line Pilots Association said that pilots face extensive background tests, and that pilots wanting to do harm with an airplane wouldn't need a weapon because they control airplanes.

'Dirty Bomb' Test Brings Virginia, Federal Agencies Together

A May 22 exercise in the Hampton Roads, Va., area brought state and federal responders together to simulate their response to a radiological release. The East Coast Initiative/U.S. Coast Guard Hampton Roads Area Maritime Security (ECI/AMSC 08) exercise brought together Virginia's Office of Commonwealth Preparedness, the U.S. Navy's Center for Asymmetric Warfare, and the U.S. Coast Guard's Hampton Roads Area Maritime Security Committee to test procedures, resource deployment, and information sharing among the three organizations.

"Exercises at this level help us to learn how our response partners work," said Steve Mondul, deputy assistant to the Virginia governor for Commonwealth Preparedness. "It is important that we find possible gaps in communication now, before there's an emergency." Results will help to validate priorities for Maritime Transportation System recovery, assess Virginia National Guard deployment, improve information sharing, and evaluate ways to reduce security after an incident. The primary purpose of ECI/AMSC 08 was to conduct a weapons of mass destruction exercise for local/state/federal authorities and AMSC members in a maritime environment. The exercise took place at several venues, including the Virginia Fusion Center, Emergency Operations Center in Richmond, and at Virginia Modeling and Simulation Center in Portsmouth.

Bomb Dogs Showcase Skills at BIA

BANGOR, Maine - Three newest members of the city's Police Department showcased their skills Monday to a captivated audience at Bangor International Airport.

Endumin, a Belgian Malinois explosive-sniffing dog, and his handler, Officer Dan Scripture, scanned the airport's international arrivals terminal around 10:30 a.m. Monday, in search of a training device that gives off the scent of explosives.

As political and department leaders watched, Endumin moved quickly through the area, sniffing a fire extinguisher and water fountain before abruptly sitting down in front of a row of blue terminal seats. The training device had been hidden under the chairs.

Bioterrorist Attack: Fact or Fiction?: Where do all those Homeland Security Dollars Go?

The recent Ricin incident in Las Vegas in February of this year has once again brought new attention to the potential for a biological terrorism attack on US soil. However, given the fact that no actual incident of any magnitude has occurred nor has any plot been uncovered to produce a major event so far it leads one to wonder what is the real potential for a biological weapons attack. Movies like Outbreak have lead Americans to believe that some terrorist group can wipe out a whole city with a biological agent and send in the men in white space suits to rescue the few survivors. While the potential devastation (in human lives) from an attack with a biological agent like Ebola virus or anthrax bacillus is much greater again there is no evidence of any effort to undertake such an attack in this or any other country.

Those who would disagree with the above will undoubtedly call to mind the ricin mail letters that were sent or Washington and New York locations in the winter of 2004. While these letters made front page headlines for weeks the actual number of people that were adversely affected was small. Likewise, in the 2001 Anthrax letter mailing episode the total number of people effected was small. A list of actual ricin related attacks or events is provided in the Special Ricin Study performed by the James Martin Center for Nonproliferation Studies (cited at end of article). This list shows that no large number of deaths or injuries resulted from any of these
 events. A suicide bomber with a vest full of explosives would have rained much more havoc in each of these cases.
