Study: US Security System Still Broken

WASHINGTON (CNN) -- The national security system is broken and needs major changes, according to a congressionally mandated study released Monday.

The 93-page preliminary report by the Project on National Security Reform repeatedly cites the failure of Washington's national security institutions -- the Pentagon, the State Department, the Department of Homeland Security, the National Security Council and the intelligence agencies -- to work together to combat terrorism, rogue states, natural disasters and other dangers.

The report cites specific examples of where missions have faltered because of the lack of collaboration. One case mentioned is the Coalition Provincial Authority in Iraq and its effort to reconstruct and stabilize the country. PNSR Executive Director James Locher told CNN, "We needed the capabilities and expertise from many parts of the U.S. government and were not able to pull that together into an effective team to undertake that vision in Iraq.

Pipe Bombs, Robbery Could be Connected

Pipe bomb type devices found at post offices in Guysville and Stewart are believed to be hoaxes, but may be related to a bank robbery that occurred at the same time.

"That's considered a possibility," said chief deputy David Malawista of the Athens County Sheriff's Office. "It's strange to have major events happen so close, so we're checking them out and seeing if there's a connection."

The two devices were found attached to doors at the post offices early Tuesday morning and have sparked a federal investigation. Both devices have been declared inactive and, while one did contain an unknown liquid, neither contained hazardous material. A stretch of state route 329 was closed to traffic and surrounding areas were evacuated.

The Hocking Valley bank in Coolville was robbed at about 10 a.m. that morning by an individual covered entirely in clothing and carrying a rifle. Authorities were unable to distinguish the race or sex of the suspect, but described him or her as about 5'10" and very thin, said Michael Brooks, Special Agent and spokesman for the FBI. The bank is located about 10 miles from the post offices.

Pentagon: Terrorism to be Threat for Decades

Iraq soldierWASHINGTON - Defense Secretary Robert M. Gates says that even winning the conflicts in Iraq and Afghanistan will not end the "Long War" against violent extremism and that the fight against al-Qaeda and other terrorists should be the nation's top military priority over coming decades, according to a new National Defense Strategy he approved last month.

The strategy document, which has not been released, calls for the military to master "irregular" warfare rather than focusing on conventional conflicts against other nations, though Gates also recommends partnering with China and Russia in order to blunt their rise as potential adversaries. The strategy is a culmination of Gates's work since he took over the Pentagon in late 2006 and spells out his view that the nation must harness both military assets and "soft power" to defeat a complex, transnational foe.

A Real Threat: Terrorists Tampering with Food

The deliberate contamination of the nation's food supply is a serious threat.

In January 2004 the Bush administration responded to the threat of contamination of the nation's food supply with a Homeland Security Presidential Directive, according to an April report from Trust For America's Health titled "Fixing Food Safety: Protecting America's Food Supply From Farm-to-Fork."

The directive calls for a coordinated national approach to countering threats to the food supply. The directive tasked the U.S. Department of Homeland Security with leading national food defense efforts while working in coordination with the U.S. Department of Agriculture, the U.S. Department Health and Human Services and the Environmental Protection Agency.

Despite increased responsibility and concern, the Food and Drug Administration has not received additional funding to support food-related anti-terrorism activities, while the USDA has received an additional $150 million, the TFAH report said.

Israel: Al Qaeda-Linked Suspect May Have Targeted Bush

JERUSALEM (CNN)  -- Israeli authorities have arrested six Arabs suspected of trying to build an al Qaeda-linked cell, including one person said to have asked about targeting President Bush's helicopter.

Shin Bet, Israel's security service, said in a news release that a 24-year-old student of Hebrew University in Jerusalem decided in January to try to attack a helicopter of a senior official landing on a helipad and took video of the helipad with a cell phone. Bush used that helipad -- near the dormitories at the university's Givat Ram campus -- during a visit in January, it said.

The student, identified as Muhammad Najam, turned to an Internet forum identified with al Qaeda and asked about the possibility of targeting an aircraft carrying Bush, Shin Bet said.

Drug Trafficking and Middle Eastern Terrorist Groups: A Growing Nexus?

On July 18, 2008, Michael Braun, assistant administrator and chief of operations at the U.S. Drug Enforcement Administration (DEA), addressed a special policy forum at The Washington Institute. Mr. Braun, a career special agent and a longtime participant in the DEA's counterterrorism efforts, spoke about the nexus between drugs and Middle East terrorist groups and the growing challenge this relationship poses to U.S. national security. The following is a rapporteur's summary of his remarks.

The nexus between drugs and terror is growing at light speed. This is not a new trend -- there have been numerous links identified between drugs and terror over the last twenty-five years. Of the forty-three officially designated foreign terrorist organizations (FTOs), the Drug Enforcement Administration (DEA) has linked nineteen of them to some aspect of the global drug trade, and believes that up to sixty percent of terror organizations are connected with the illegal narcotics trade.

TSA to Expand Registered Travelers

The Transportation Security Administration announced Thursday that it is opening the Registered Traveler program to any airport that wants to use it, and is eliminating the $28 fee it has charged to perform background checks.

But TSA also is distancing itself from the public-private program, which uses biometric cards for identity verification to speed members through airport security checkpoints. It is not considered a meaningful part of the agency's security mandate.

"TSA determined that the current security threat assessment largely duplicates the watch list matching that is conducted on all travelers every time they fly," the agency said in announcing the decision. "The other parts of the security threat assessment are not core elements in determining threats to aviation security and will no longer be required."

When classes at the University of Washington resume this fall, some students at the school will be under the watchful eye of a Central Intelligence Agency spook. In fact, some of them will even be learning from him.

This fall, Dr. Tim Thomas, a CIA agent specializing in "open source" data mining, will begin a two-year stint as an officer-in-residence at the UW's Institute for National Security Education and Research (INSER), which is financed by the Office of the Director of National Intelligence. That office is an umbrella organization for groups such as the U.S. Marine Corps Intelligence Department, the Department of Homeland Security, and the CIA-which will provide the university with $2.5 million in grant money over the next five years.

It's not unusual for political or military organizations to recruit on campuses, but it seems strange for the UW to align itself with an agency most recently in the news for overseas kidnappings and harsh interrogation tactics such as waterboarding.

Post 9/11: Resilience or Denial: What's the Deal with the General Public?

The call to action was powerfully answered in the days that immediately followed 9/11- not only by First Responders (who continue to carry the torch) but by the population as a whole.  As we get more distance from that terrible day there is a question that must be asked - "What on earth happened?"  Is it a resilient "must go on" attitude that has made the general population indifferent to the danger around us - or a denial so stifling that they just can't get their heads out of the sand?  Either way they seem to be opting out of reality and preferring the distractions that tabloids and Hollywood have to offer.  How can we get people to wake up and take the proactive stand necessary to prevent slipping back into that reactionary stupor?  The answer is this:  Give them what they want.  One way to do that is to bring reality back to the surface through fiction.  Author, John Errett's new book, "The Owl and the Hawk" is an espionage thriller that brings the reality of terrorism back to the surface.  Not only that, the book ends with a very real and proactive plan to stop terrorists from traversing the globe.  This plan is before the State Department right now.

Al Qaeda Cell Uncovered in Jerusalem

Israeli intelligence uncovering evidence of burgeoning Al Qaeda networks

For a long time intelligence sources have been keenly aware of Al Qaeda's efforts at establishing a presence in and around Israel, but they have been unsuccessful, until recently.

Early in July 2008, the Shin Bet (Israel's equivalent of the FBI) arrested two Bedouin on suspicion of passing information about key locations in Israel that could be potential terrorist targets, among them, Israel's Ben Gurion International Airport.

The two suspects, who were described in local reports as cousins, were accused of membership in a terrorist organization, aiding the enemy in wartime and delivering information to the enemy in order to harm national security. In addition, the suspects allegedly passed information about places where terrorists could infiltrate Israel from the West Bank.

Hospitals Put to the Test During Natural Disaster Drill

FAYETTEVILLE - Employees at nine hospitals in Northwest Arkansas tested their responses to a large-scale natural disaster in a drill on Wednesday.

Organized by Northwest Regional Hospital Bioterrorism Preparedness Committee, the exercise presented difficulties that would result from four or five tornados hitting the area. The committee is part of a statewide effort coordinated by the Arkansas Department of Health and Human Services and the Arkansas Hospital Association,

The scenarios were fed to hospitals in Benton, Boone, Carroll and Washington counties from inside the Washington County Emergency Operations Center in Fayetteville.

Power failures and mass casualties trailed in the paths of imaginary tornadoes that struck the University of Arkansas at Fayetteville, Wal-Mart corporate headquarters in Bentonville and Razorback Pipeline Co. in Rogers, among other places, said Pam Ward, a homeland security analyst for Information and Infrastructure Technologies Inc. Her firm is a subsidiary of Electronic Warfare Associates Inc. of
Herndon, Va.
