Napolitano Unveils Plan for 'Leaner, Smarter' Homeland Security

WASHINGTON (CNN) -- Some people may think the words "government" and "efficiency" don't belong in the same sentence. Department of Homeland Security Secretary Janet Napolitano does not agree.
Napolitano outlined plans Friday to "improve efficiency and streamline decision-making" in her department.
According to her, millions of dollars can be saved by making changes in such things as how the department orders office supplies, gets computer software and uses energy.
The agency will also reduce the number of newspapers and professional publications it receives, Napolitano said, and no documents will be printed that could otherwise be sent out electronically or posted online.

G20 Summit 'Terror Plot' Uncovered

An alleged plot to disrupt the G20 summit in London has been uncovered after Devon and Cornwall police arrested five people under anti-terrorism laws.
Police have discovered "suspicious devices" along with imitation firearms and a number of other weapons. Three men aged 25, 19, and 16 and two women aged 20, who all live in Plymouth or the surrounding area, were arrested between Friday and Sunday, police said.
The arrests were made after the 25-year-old man was detained in Plymouth on Friday evening on suspicion of criminal damage.
Police searched the man's address and found three other people at the premises who were arrested for drugs offences following the search.

The 'War on Terror' is Over! Well, Sorta...
We missed this yesterday, but the Washington Post blogs about a Pentagon email that went out Monday asking its staff and speechwriters to officially stop using the phrase "Global War on Terror." The new name: "Overseas Contingency Operation." Uhh, come again? Here's the Post:
"Recently, in a LtGen [John] Bergman, USMC, statement for the 25 March [congressional] hearing, OMB required that the following change be made before going to the Hill," Dave Riedel, of the Office of Security Review, wrote in an e-mail.
"OMB says: 'This Administration prefers to avoid using the term "Long War" or "Global War on Terror" [GWOT]. Please use "Overseas Contingency Operation.'"
Riedel asked recipients to "Please pass on to your speech writers and try to catch this change before the statements make it to OMB."

Mexico's Struggle with 'Drugs and Thugs

Mexico is in the thralls of bloody drug wars. Last year these battles for profit and power cost an estimated 6,290 lives. So far this year, over 1,000 people have died as the cartels and their criminal soldiers seek dominance in the lucrative global narco-markets. These narco-conflicts are waged by cartels, gangs, paramilitary militias. The cartels fight at three levels: within their own enterprise for dominance; against other cartel alliances for market control; and against the security forces of the state (police and military) to fend off interference. Collectively this amounts to a virtual civil war fought by criminal netwarriors.

Case Study: Radford University Overcomes Emergency Management Hurdles

Templeton, Dr. Gary Ellerman Todd Br Officials at Radford University in Virginia have collaborated with other campuses and first responders, as well as city, county and state government officials to overcome its emergency preparedness obstacles. In the past, both two-year and four-year higher education institutions have been considered communities within communities, with each maintaining governance, security, maintenance, human services and social support systems. In many instances, the community, region and institution coexist with minimal understanding of each other's operational and emergency management structure or emergency planning activities. Radford University (RU) is one institution trying to meet the internal emergency management needs of the institution as well as become an emergency preparedness and response member of the community that surrounds it. RU, Other Local Colleges Have Overlapping Vulnerabilities
RU is a mid-size comprehensive public university located in the city of Radford, Va., (population 16,500), 36 miles southwest of Roanoke, Va. Within a 10-mile radius of RU is Virginia Tech and New River Community College. These campuses represent an educational triangle that literally manifests itself as a large regional educational institution.

US Flood River 'May Have Peaked'
Officials in the US Midwest have expressed optimism that the Red River, which has swollen to its highest levels for 112 years, may have peaked.
Thousands had been asked to evacuate their homes as the rising waters breached a dyke in Fargo, North Dakota.
And officials in nearby Moorhead had asked 2,660 homes to be evacuated. Nancy Ward, acting head of the Federal Emergency Management Agency, was dispatched to Fargo by President Obama to oversee operations.
On Friday, the river swelled to previously unseen heights - surpassing the record of 40.1ft (12.2m) set in 1897 in Fargo - and its level had been expected to peak at 43ft on Sunday.
But weather forecasters said on Saturday the river was expected to remain below 41ft and gradually decrease in the next few days.

The scope of this training is to teach SWAT team members how to conduct an operation with the special characteristics peculiar to terrorist incidents and accomplish the mission, whether there are hostages involved, IED's, booby traps, or suicide terrorists with maximum safety for: citizens, team members and surrounding assets. By nature, the operation may become more similar to a military operation because, as mentioned above, this is a criminal act with a strategic goal. It is part of an ideological struggle against a state or population and may be carried out by a professional team of well equipped terrorist subjects.

Simulated Response to Campus Emergency Conduct at University of North Florida Campus

The "Secure Scholar" functional exercise was built on a unique scenario circumstances first presented in a preliminary workshop and tabletop exercise forum on March 13, 2009. The story designed by i.d.e.a.s.-Orlando involved a simulated response to an active shooter on the University campus. More than 30 individuals from five Florida statewide, municipal and county agencies participated in "Secure Scholar" which was carried out as if an active shooter was evident on the campus. The exercise effort represented one of a series of recommendations for enhanced emergency preparedness activities on Florida college campus offered by the Gubernatorial Task Force on Campus Security which was convened by Florida's Governor Charles Crist.

All Roads Reopened in Texas Panhandle

 AMARILLO - A Texas Department of Public Safety spokeswoman says all roads are open and clear Sunday in Amarillo in the aftermath of a spring blizzard. The National Weather Service said the blizzard dumped as much as 11 inches of snow over a 24-hour period. NWS meteorologist Chris Kimble in Amarillo said that most of the snow has melted. Authorities in Dalhart, the worst hit, rescued 136 stranded motorists, Dalhart Fire Chief and Emergency Management Coordinator Curtis Brown told the Amarillo Globe-News for its Sunday online edition. Alaska's Mount Redoubt Erupts Again
(CNN) -- Mount Redoubt volcano in southern Alaska has erupted again, shooting ash as high as 45,000 feet in the air on Saturday, experts said.
The eruption occurred at about 1:30 p.m. (5:30 p.m. ET), the U.S. Geological Survey told CNN. Some of the ash fell around Anchorage, resulting in the airport to close, the Federal Aviation Administration said.
The volcano erupted three times Friday, at times shooting ash as high as 51,000 feet.
The eruptions are the latest in a series that began March 22.
The Alaska Volcano Observatory has set the alert level at its highest possible designation -- red -- indicating that an eruption is under way or imminent and that the eruption will produce a "significant emission of volcanic ash into the atmosphere."

Maritime Security Identification Rules Hit Choppy Waters

OXFORD, Md. - As owners of one of America's oldest ferry services, Tom and Judy Bixler steer their craft across the narrow Tred Avon River dozens of times each summer day to link two sleepy Chesapeake Bay towns known for crabs, not jihadists.
"The ferry goes pretty slowly," Judy Bixler said of the seasonal service, which dates to 1683. "It's not like someone could commandeer it and go anywhere."
But under a little-known domestic security program, the Bixlers and about 1.2 million other US citizens and qualified visa holders must pay as much as $132.50 each to obtain a high-tech government ID card that certifies they are not maritime terrorists.
