Israel and the Axis of Evil

North Korea
North Korea is half a world away from Israel. Yet the nuclear test it conducted on Monday has the Israeli defense establishment up in arms and it its Iranian nemesis smiling like the Cheshire Cat. Understanding why this is the case is key to understanding the danger posed by what someone once impolitely referred to as the Axis of Evil.

Less than two years ago, on September 6, 2007, the IAF destroyed a North Korean-built plutonium production facility at Kibar, Syria. The destroyed installation was a virtual clone of North Korea's Yongbyon plutonium production facility.

This past March the Swiss daily *Neue Zuercher Zeitung* reported that Iranian defector Ali Reza Asghari, who before his March 2007 defection to the US served as a general in Iran's Revolutionary Guards and as deputy defense minister, divulged that Iran paid for the North Korean facility. Teheran viewed the installation in Syria as an extension of its own nuclear program. According to Israeli estimates, Teheran spent between a billion and two billion dollars for the project.

Pentagon: Ex-Gitmo Detainees Turning to Terrorism on Rise

CubaWASHINGTON (CNN) -- Mohammed Ismail was released from the U.S. detention facility at Guantanamo Bay, Cuba, in early 2004 and sent back to Afghanistan to be set free.

Within four months, the U.S. military said, he was recaptured in Afghanistan attacking U.S. troops there, with paperwork on him that said he was a Taliban in good standing.

He is just one of 74 former Guantanamo Bay detainees who the military says were active in, or were suspected of being active in, fighting against the United States or committing terrorist acts after being released.

Another is Abdullah Gulam Rasoul, who was released from Guantanamo in December 2007 and set free in Afghanistan. Rasoul has become a powerful Taliban military commander in southern Afghanistan, the military said, and the United States suspects he is responsible for several attacks on U.S. forces there.

A senior U.S. military official said he believes Rasoul is using his former Guantanamo experience to build on his "rock star status" among the Taliban.

U.S., Canada Gear Up for New Border ID Requirements


U. borders(CNN) -- Americans and Canadians heading to the United States from Canada on vehicles or cruise ships will face new entry requirements beginning next week, the Homeland Security Department said.

Next Monday, the Western Hemisphere Travel Initiative will begin requiring U.S. and Canadian land and sea travelers to present a passport or other documents denoting "identity and citizenship when entering the United States," according to DHS.

Homeland Security Janet Napolitano will be in Detroit, Michigan, on Tuesday and Ottawa, Canada, on Wednesday and is expected to address this and other border security issues with Canadian officials.

She and Canadian Public Safety Minister Peter Van Loan are to sign a law enforcement agreement in Detroit, and the pair will meet with reporters.
The initiative was phased in gradually after the September 11, 2001, terror attacks on the United States and is the result of the Intelligence Reform and Terrorism Prevention Act of 2004.

FBI Planning a Bigger Role in Terrorism Fight

Bureau agents will gather evidence to ensure that criminal prosecutions of alleged terrorists are an option. The move is a reversal of the Bush administration's emphasis on covert CIA actions.

Reporting from Washington -- The FBI and Justice Department plan to significantly expand their role in global counter-terrorism operations, part of a U.S. policy shift that will replace a CIA-dominated system of clandestine detentions and interrogations with one built around transparent investigations and prosecutions.

Under the "global justice" initiative, which has been in the works for several months, FBI agents will have a central role in overseas counter-terrorism cases. They will expand their questioning of suspects and evidence-gathering to try to ensure that criminal prosecutions are an option, officials familiar with the effort said.

Though the initiative is a work in progress, some senior counter-terrorism officials and administration policy-makers envision it as key to the national security strategy President Obama laid out last week -- one that presumes most accused terrorists have the right to contest the charges against them in a "legitimate" setting.

FBI Looks Into Calls to Somalia from Erie County Line

Ohio Erie County Emergency Management Agency officials say they've asked the FBI to investigate more than 120 calls placed last month from a county-owned phone to locations in Somalia.

"This is something I've never seen in my 30-year career," said Bob Hall, telecommunications coordinator for Erie County Emergency Management Agency. "These people know what they're doing."

Exactly who they are remains to be seen, Hall said. There are concerns this could be terrorism related, which is why it was turned over to the FBI.

The calls were made on at least one Sunday about seven weeks ago from a main phone line in the county's Department ofEnvironmental Services. But the calls weren't made directly from that phone.

Someone had actually called the department's phone number from an outside line at an unknown location, then entered into the voicemail system, which wasn't password-protected, Hall said.

U.S. vows to keep using 'state secrets' defense

The Obama administration has informed a federal judge it will continue to invoke the "state secrets" privilege in a legal battle with an Islamic charity suspected of funding terrorism.   Att Gen Eric Holder
 
The United States has designated the Oregon-based al-Haramain Islamic Foundation as a terrorist organization. The group, which has sued the government over alleged warrantless wiretapping, is demanding classified information about the program.
 
U.S. officials have refused to tell the charity's lawyers whether the group was subjected to presidentially authorized, warrantless, foreign intelligence surveillance in 2004 and, if so, what information was obtained.

9/11 'Misleads' Americans' View of Terrorism

American Terrorism Sept. 11 looms large as the defining example of a terrorist attack on the United States, but it was one of more than 1,000 in recent years and a very atypical example.

"The United States has experienced over 1,350 terrorist attacks since 1970, peaking in the mid-1970s with 120 attacks per year," states a new analysis by the National Consortium for the Study of Terrorism and Responses to Terrorism (START), based at the University of Maryland and a research arm of the Homeland Security Department.
The data were gleaned from the Global Terrorism Database (GTD), which includes detailed information - weapons, casualties, perpetrators - on more than 80,000 attacks worldwide between 1970 and 2007.

"The real message here is that the 9/11 attack changed everything in the United States - and to some extent around the world - even though it was an incredibly atypical event. Because 9/11 has become the very symbol for terrorism, we tend to think of all terrorist attacks as being similar," said Gary LaFree, director of START.

"So, 9/11 poses a policy dilemma. On the one hand, there is no denying its impact. On the other hand, if we consider it to be typical of terrorist attacks, we will have a very misleading view of terrorism," Mr. LaFree said.

Federal Judge Hands Downs Sentences in Holy Land Foundation Case
Holy Land Foundation and Leaders Convicted on Providing Material Support to Hamas Terrorist Organization

WASHINGTON-Today, in federal court in Dallas, U.S. District Judge Jorge A. Solis sentenced the Holy Land Foundation for Relief and Development (HLF) and five of its leaders following their convictions by a federal jury in November 2008 on charges of providing material support to Hamas, a designated foreign terrorist organization, announced acting U.S. Attorney James T. Jacks of the Northern District of Texas, and David Kris, Assistant Attorney General for National Security.  All defendants are presently in federal custody.

"Today's sentences mark the culmination of many years of painstaking investigative and prosecutorial work at the federal, state and local levels. All those involved in this landmark case deserve our thanks," said David Kris, Assistant Attorney General for National Security.  "These sentences should serve as a strong warning to anyone who knowingly provides financial support to terrorists under the guise of humanitarian relief."

HLF was incorporated by Shukri Abu Baker, Mohammad El-Mezain, and Ghassan Elashi.  Mufid Abdulqader and Abdulrahman Odeh worked as fund raisers.  Together, with others, they provided material support to the Hamas movement.
